Position Description
 The Assistant Vice President for Human Resources (AVPHR) promotes and advances the Texas Tech University Health Sciences Center at El Paso (TTUHSC EP) - Human Resources (HR) to build remarkable programs and processes allowing all TTUHSC EP team members to develop, grow, and enhance capabilities while creating a sustainable Values Based Culture. Under the direction of the Vice President for Finance and Administration / Chief Financial Officer, the AVPHR provides leadership and oversight to HR campus teams and HR Institutional Support Operations (ISO) to ensure that HR functions and processes are aligned with the mission, strategic goals and Values Based Culture of TTUHSC EP. The AVPHR empowers and provides guidance to HR directors, TTUHSC EP administrators, managers, and supervisors. The AVPHR ensures compliance with institutional policy, federal employment laws, and state legislation, rules and regulations. The AVPHR handles complex personnel issues; advises and assists in resolving disputes, oversees financial management and implementation of the HR budget, and serves as a liaison with employee groups, institutional committees, and external agencies.

The AVPHR works collaboratively with the President, Vice Presidents, Deans, and senior leadership throughout the institution on people initiatives.

Major/Essential Functions
* Empower TTUHSC EP HR teams through leadership and collaboration by committing to living a life of shared values and influencing others to do the same.
* Maintain current knowledge, understanding and application of federal and state rules, regulations, statutes, and laws.
* Champion new developments in the HR field, including technology and analytics.
* Cultivate partnerships with leadership throughout the institution and external entities. 
* Assist with review, collaboration, development, and implementation of long-term sustainable, innovative HR initiatives, processes and programs throughout the TTU System.
* Plan, administer, and oversee the budget process, ensuring compliance with guidelines.
* Provide leadership for the strategic planning process to ensure alignment with the mission, vision and priorities.
* Promote innovative recruitment strategies and a competitive total rewards package to attract and retain a diverse, highly qualified team.
* Lead the HR team to provide outstanding customer service to all campus constituents and applicants.
* Foster and support our institution’s mission and vision.
* Collaborate in workforce education and development for TTUHSC EP employees.  
* Serve as a "proactive consultant" to the institution regarding HR matters.
* Provide expertise in academic and clinical enterprises.

Position Specific:
* Required knowledge of ADA and EEO guidelines
* Exceptional interpersonal and communication skills (written, oral and through presentations)

Preferred Qualifications
* Master's degree or higher from regionally accredited institution
* Doctoral degree in HR Administration or related field
* Active PHR, SPHR, SHRM-CP or SHRM-SCP certification
* Experience in academic health science center
* Experience working in a system with a Values-Based Culture
* Experience administering budgets, improving/streamlining processes, implementing new HR information systems, strategic data r reporting, HR diversity, equity, teamwork and inclusion

Required Qualifications
