Position Description
Performs executive, administrative duties concerning various aspects of operational management in support of the Service Plus philosophy and mission of Texas Tech.

Major/Essential Functions
  • Work with Institutional and campus HIPAA Privacy Officers to investigate any possible IT Security infractions related HIPAA.
  • Directs efforts of security analyst in support of Institutional IT Security protocol.
  • Assists in the delivery of initial and role based IT Security training.
  • Participate in institutional projects to endure security requirements are considered and met, measuring compliance before projects are implemented and enhancing the security controls by continuous review.
  • Develop and maintain El Paso campus specific IT disaster recovery documentation and processes.
  • Provides periodic reports to the CIO and President regarding security projects, status, incidents, investigations and solutions.
  • Responds to IT Security incidents promptly.
  • Other IT Security issues as assigned by the CIO and President.
  • Works with Institutional Compliance and Security to ensure appropriate reporting and remediation of security and privacy incidents.
  • Work with Institutional CIO and President to coordinate security efforts between TTUHSC and affiliated hospitals.
  • Works with institutional Security team to ensure adequate security controls are in place and maintained for the El Paso Campus.
  • Interacts with the individual IT areas (EMR, Network, Information Services and Customer Service) to develop and implement security measures and verify that they are applied in a timely manner.
  • Conducts annual risk assessments.
  • Conducts risk-based audits and prepares written reports.
  • Performs risk assessment audits on IT Network processes.
  • Performs risk assessment audits on IT Programming and Information Services processes.
  • Develop goals, objectives, and KPIs aligned with Institutional goals and objectives utilizing the ITD strategic planning process.
  • Provide state-of-the-art information technology infrastructure and services that meets the needs of the division, institution, and its constituents.
  • Evaluate, determine, and plan training and cross training needs and resources.

Preferred Qualifications
Position Specific Qualifications:
  • Bachelor's degree with coursework in Computer Science, MIS, IT, or other related area plus eight (8) years related full-time paid experience OR a combination of related educations and/or experience to equal twelve (12) years. 
  • Professional Certifications are not required, but Microsoft, Cisco, or CISSP certifications may be preferred qualifications.

  • Experience in one or more security domains as defined by the ISC2 CISSP Common Body of Knowledge (CBK), which currently includes: Access Control, Information Security and Risk Management, Application Security, Operations Security, Business Continuity/Disaster Recovery Planning, Security Architecture and Design, Physical and Environmental Security, Telecommunications and Network Security, Cryptography, Legal Regulations, Compliance and Investigations
