Position Description
Manages personnel and budgetary matters for a department or college. Exercises discretion and independent judgment to oversee the activities of staff and the financial processes to ensure fiscal responsibility of department/college. Ensures staff and faculty have the resources to complete their work. Usually serves as a hiring manager and employee service coordinator.

Major/Essential Functions
  • Develop and manage budget including preparation, submission, maintenance, reporting, and audits.
  • Supervise all invoicing and billing functions for simulation center services for both internal and external customers.
  • Plan and evaluate purchasing processes;  track open encumbrances and ensure purchase orders, purchasing card transactions, etc. are compliant with institutional policies and State of Texas .
  • Responsible for expenditures, maintains signature authority, financial oversight, review and analyze fund activity.
  • Establish record keeping procedures and monitor records for information retention.
  • Manage day-to-day operations for the simulation center director.   Make administrative decisions regarding operation with the director.  Liaison with Human Resources Office.  Oversee  administrative processes to include recruitment, visa management, salary analysis and sourcing, disciplinary actions, leave, employee development, and performance of staff, faculty, educator PRNs, standardized patients, and trainees.
  • Act as primary scheduler for calendar activities related to the director's calendar.   Oversee logistical setups and timely preparation and/or provision of documentation needed.  Coordinate and schedule meetings, retreats, and functions under the direction of the director to include any standing, transition, budget or visiting dignitary meetings.
  • Support the director in activities related to participation in various state and national associations, boards and committees requiring administrative assistance.

Preferred Qualifications
Bachelor’s degree or higher in finance or accounting.  Experience working in higher education, overseeing financial aspects of sponsored programs, and invoicing and payment processing for service centers.  Knowledge of medical equipment and practice.

Occasional Duties
  • Participate in strategic planning, ensuring developed goals align with institutional goals and contribute toward market growth, revenue enhancement, and/or cost containment,  maximize simulation center utilization and research productivity.
  • Serve as resource and provide guidance to staff - including simulation center leadership - in reading and interpreting financial information, as well as in establishing  best practices and engaging in sound decision making practices.
  • Calculate and create pricing for departmental services centers.  Regulate financial policies and procedures to that  service center maintains compliance with institutional policies and procedures.
  • Manage service contracts and warranties for equipment in simulation center, including renewals and new submissions. NOTE:  May occasionally require some physical exertion such as assisting another team member with transfer and management of an 88 lb mannequin.
  • Analyze trends in simulation center costs and revenues and follow TTUHSC El Paso OPs to ensure these remain in line with projected FY budgets.
  • Oversee grant and contract management during grant life cycle to ensure compliance with funding agency policies and procedures.  Assist with both pre- and post-award processes.  Provide analysis and recommendations to PIs related to fiscal management of grants, guidance related to applications for NCEs, and balance carry forwards.   Responsible for purchasing queries and allowable costs on grants.   Review and approve grant-funded travel requests.
  • Identify business development opportunities in partnership with institution and simulation center leadership.
  • Administrative contact for accrediting bodies on behalf of simulation center and its director.   Facilitates meetings with accrediting bodies on behalf of director (ex. committees related to INACLS, SSH, and SimGHOSTS)   Prepare and distribute reports, presentations and agendas as directed.
  • Develop policies and procedures for simulation center that align with existing TTUHSC El Paso policies and procedures and other program governance.

Required Qualifications
