Position Description
Manages personnel and budgetary matters for a department or college. Exercises discretion and independent judgment to oversee the activities of staff and the financial processes to ensure fiscal responsibility of department/college. Ensures staff and faculty have the resources to complete their work. Usually serves as a hiring manager and employee service coordinator.

  • Participate in departmental strategic planning, ensuring goals align with institutional goals and contribute toward growth, revenue enhancement, and simulation center productivity.
  • Develop and manage all aspects of departmental budgeting including preparation, submission, maintenance, reporting, and audits. Monitor fiscal performance.
  • Serve as resource and provide guidance to departmental staff-including simulation center leadership-in reading and interpreting financial information, as well as in establishing best practices with regard to finance.
  • Responsible for calculating and creating pricing for departmental service centers.
  • Maintain and regulate financial policies and procedures in compliance with institutional policies and procedures.
  • Responsible for supervision of all invoicing and billing functions for simulation center services.
  • Responsible for management of all service contracts and warranties for equipment in simulation center.
  • Responsible for planning and evaluation of purchasing processes; tracking open encumbrances and ensuring departmental purchases are documented and compliant with institutional and state policies.
  • Analyze trends in simulation center costs and revenues and follow TTUHSC EP OPs to ensure these remain in line with projected FY budgets.
  • Responsible for all expenditures related to simulation center & financial oversight of the department.
  • Prepare financial reports and investigate and resolve any departmental accounting and financial problems and/or issues.
  • Oversee grant and contract management during grant life cycle.
  • Assist with both pre- and post- award processes.
  • Provide analysis and recommendations to PIs related to fiscal management, including guidance related to applications for NCEs and balance carry-forwards.
  • Maintain records on each simulation center sponsored project through respective tracking and monitoring modes.
  • Identify business development opportunities, in partnership with institution and simulation center leadership, in effort to expand simulation center services.
  • Oversee departmental human resource activities, including recruitment, visa management, salary analysis and sourcing, disciplinary actions, leave administration, employee development, and performance evaluations of classified staff, faculty, educator PRNs, SPs, and trainees.
  • Serve as scheduler for simulation center director’s calendar. Preparation documents needed for simulation center director. Coordinate and schedule meetings, retreats, and functions of the simulation center director.
  • Serve as contact for accrediting bodies on behalf of simulation center. Facilitates meetings with accrediting bodies.  Prepare and distribute needed reports, presentations, and agendas as directed.
  • Develop policies and procedures for simulation center that align with existing TTUHSC EP policies and procedures.  Responsible for interpretation of bylaws, policies and procedures, and other program governance.
  • Manages day-to-day operations for the simulation center director.  Able to make administrative decisions regarding day-to-day operations, in conjunction with the simulation center director.
  • Directly support the simulation center director in activities related to state and national associations, boards, and committees requiring administrative assistance.

Preferred Qualifications
  • Bachelor’s degree or higher in finance or accounting
  • Experience working in higher education, overseeing financial aspects of sponsored programs, and invoicing and payment processing for service centers.
  • Knowledge of medical equipment and practice.
