Position Description
This position represent the organization interests by actively serving as an advisor, consultant, liaison and resource on human resource policies, processes, programs and transactions while making highly-independent decisions. A key member of the human resources department, this position will also assist in the implementation of human resources strategy by supporting talent acquisition, onboarding/separations, ePAF management. Additionally, the HR Generalist is responsible for maintaining an understanding of general HR specialty functions (performance/leave, benefits & records, payroll, etc.) to assist faculty and staff.

Major/Essential Functions
  • Serve as the initial point of contact for internal and external HR-related requests and inquiries for designated/assigned, schools within the PLFSOM, GGHSON, GSBS, WLHSDM, as well as institutional departments. 
  • Provide guidance/instruction on HR policies and practices related to talent acquisition, onboarding/separations, and ePAF management.
  • Assist with questions related to general HR specialty functions (performance/leave, benefits & records, payroll, etc.) for both faculty and staff.
  • Respond timely and meet established deadlines. Escalate delays and/or concerns immediately to HR leadership.
  • Remain current on general issues and trends in HR, as well as legislation affecting employment policies and practices.
  • Support full-cycle recruitment efforts: create and manage job postings, review resumes, respond to candidate inquiries, interviews, extend formal candidate offers and maintain recruitment files.
  • Responsible for processing and managing domestic I-9 and eVerify steps; ensuring accurate and timely completion.
  • Remain knowledgeable and communicate general benefits and leave information to faculty and staff regarding medical/ dental insurance (i.e., carriers/contacts, systems, open enrollment dates, etc.) and leave types. 
  • Maintain working knowledge required for processing supplemental payroll items (EOPS and Tuition Assistance) and HRIS workflows (Kenexa, PASS, etc.). Process in the absence of the HR Manager and/or at the direction of the HR Director.
  • Lead various compliance initiatives and training programs: background checks, educational verifications, reference checks required employee training (i.e., Harassment Prevention, etc.).
  • Assist with the annual staff performance evaluation process. Communicate and provide training instruction/direction. Send reminders and conduct follow-ups. Ensure timely completion of staff in assigned departments. Answer general questions related to the process (i.e., due dates, rating descriptors, etc.).
  • Maintain current knowledge of all relevant local, state, and federal legislation as well as Regents Rules, TTUS, and HSCEP OPs, etc. impact employees (FLSA, EEO, ADA, FMLA, etc.) and partner with the Benefits Administration team to ensure compliance with all qualified benefits plan regulations (ACA, HIPAA, COBRA, ERISA, etc.). Provide review and/or recommendation for changes as requested.
  • Ensure accurate completion of all new employee and separation-related documents. Evaluate and update HR forms and documents as needed. Process 3rd party requests for information (i.e., open records, references, etc.).
  • Maintain and update HR-related data and statistics (i.e., Req. Tracker, etc.).
  • Manage sensitive and confidential employee matters and protect the security of all information, data and files.
  • Recognize and identify employee relations/performance management issues. Elevate and/or redirect matters of concern and/or complexity to the Employee Relations team. 
  • Adhere to all policies, procedures and practices (Regents Rules, TTUS, HSCEP OPs, etc.).
  • Personally demonstrate, display, and act in accordance with TTUHSC EP’s values (Service, Respect, Accountability, Integrity, Advancement, and Teamwork). Serve as a value leader while actively promoting and encouraging staff across the institution.

Preferred Qualifications
  • Prior HR experience in higher education or academic medical/health sciences center.
  • Prior experience supporting HR functions in a values based environment.
  • Professional certification in Human Resources (PHR) and/or SHRM-CP.
  • Bilingual in English and Spanish.
  • Experience working with Banner and Cognos.

Compensation is commensurate upon the qualifications of the individual selected and budgetary guidelines of the hiring department, as well as, the institutional pay plan. For additional information, please reference the institutional pay plan on the Human Resources webpage.

Required Qualifications
  • Bachelor's degree required in Human Resources Management, Business Management, Business Administration or a related field;
  • 3 years of in a Human Resources Generalist, Human Resources Business Partner, Human Resources Administrator position and/or comparable level within human resource setting (higher education or academic medical/health science center preferred).
  • Additional job related education may be substituted for the required experience on a year-for-year basis.
