Position Description
Manages and directs the day to day operations of a research center/institute or medium sized department. Plans, coordinates and supervises the operation and activities of the center/institute/department. Develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities.

Major/Essential Functions
Reports directly to the GGHSON Dean of Nursing as the U.S. Department of Education Title V HSI grant Lead Co-Principal Investigator (PI).  Directs, monitors, and reports on all components of the U.S. Department of Education Title V HSI grant program.  Directs the implementation of grant activities and goals; works directly with faculty, administration and staff to ensure appropriate and effective implementation of grant related instruction, counseling, and student services.  Regularly provides guidance and assistance to activity directors and other grant personnel in the interpretation of funding agency regulations and requirements.  Manages and supervises title grant support personnel. 

Ensures compliance with Title V grant funding policies, regulations and procedures; disseminates and/or presents changes to departments and advises on the implementation of changes, and on the impact of changes on funding operations.  Manages administrative, budgetary, subcontracting, compliance, and reporting activities; communicates necessary changes to the program officer as appropriate.  Manages and monitors HSI grant sub-awards, including regular communication with sub-recipients, approval of sub-recipient invoices, and reviewing sub-recipient reports. 

Performs miscellaneous job-related duties as assigned.

Position Specific Qualifications: 

Master's degree in related area plus two years of experience managing postsecondary and/or federally funded grant programs.  Experience with organizational and management practices directly related to the development, design, and evaluation of federal grant(s) and programs.  Knowledge of organization and management practices as applied to the development, design, and evaluation of federally funded grant program.  Knowledge of higher education grant funding policies and procedures and applicable local, state, federal and university regulations.  Two years of professional level experience in higher education administration, including management of a unit and associated budget funding.  Two years of experience with staff supervision, training/development, and fostering a customer service environment in a university or college setting.  Experience with performance indicators for measuring individual and project success.  Demonstrated knowledge of culturally-sensitive, research based pedagogical strategies to enhance student learning and improve student retention.  Ability to make administrative procedural decisions and judgements.  Ability to communicate effectively, both orally and in writing.  Ability to determine informational needs, to collect and analyze information, and to assess statistical analyses and reports.  Ability to prepare comprehensive summaries, reports, and detailed program evaluations.  Skilled in the use of personal computers and related software applications.  Ability to analyze situations accurately and adopt an effective course of action.  Skilled in organizing resources and establishing priorities.

Preferred Qualifications
Preferred Knowledge, Skills and Abilities:

Doctoral degree from an accredited college or university with major coursework in education, administration, management, or related field.  Nursing degree is desirable.  Knowledge of organization and management practices as applied to the development, design, evaluation of a U.S. Department of Education Title V grant program.  Knowledge of Title V budgeting and grant funding policies and procedures and applicable local, state, federal and university regulations.  Knowledge of Title V budgeting and fiscal management principles and procedures.

Occasional Duties
Meets regularly with the principal investigators, the project management staff, the steering (advisory) committee and others to summarize grant progress, communicates with the U.S. Department of Education program office, attends HSI grant related conferences.  Responsible for meeting all funding agency reporting requirements, including compilation, writing, and submission of annual progress report to the grant funding agency (U.S. Dept. of Education).  Identifies opportunities for grant improvement and collaboration with peers, the community, and other organizations.  Oversees the design, formatting and preparation of grant communications, including website and documentation. 

Coordinates annual steering committee meetings; documents meetings, outcomes, and recommendations.  Coordinates regular collection of data and information needed to complete annual performance reports, including collaboration and working with university partners and the grant internal/external evaluator(s).  Responsible for compilation, writing, and submission of annual progress report.  In collaboration with the Office of Research and Sponsored Projects, coordinates the planning and preparation of annual progress report and grant proposals.  During the pre-award phase, assists sponsored projects office in liaising with the grant agency, as appropriate.  Monitors and coordinates the post-award administration of Department of Education Title V grant to ensure that budgeting and administrative policies, procedures and agency requirements are being followed; manages administrative problems and/or budget changes occurring during the awarded granting period; monitors completion of milestones and deliverables to ensure timely completion of grant goals.

Required Qualifications
Bachelor's degree required, master's preferred; Six years progressively responsible management experience. Additional education beyond Bachelor's may substitute for experience on a year for year basis.
