Position Description
Manages and directs the day to day operations of a research center/institute or medium sized department. Plans, coordinates and supervises the operation and activities of the center/institute/department. Develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities.

Major/Essential Functions
1. Develops, reviews, processes & executes requests for maintenance, repairs, & minor renovations, as appropriate.  Coordinates the actual scheduling & execution of the work with all affected parties.  May provide support for other work managed by other departments such as Engineering Services. Documents & monitors work including utilization of CMMS.
2. Develops comprehensive plan to address departmental & campus strategic and tactical challenges, goals & objectives.  Collaborates and communicates with supervisor & subordinates in the development and implementation of thee plans/programs.
3.  Acts as technical or communication liaison between the department of FO&M and other departments within the Physical Plant organization. May provide technical information to external entities (including architectural & engineering firms, business partners & regulatory agencies) if instructed by Managing Director.
4. Coordinates, provides recommendations and responsible, as appropriate, for selection appointment, promotion and discharge of FO&M personnel. Completes other personnel requirements such as development & input of PD's. Performs written personnel evaluations & reviews with employees.
5.  Supports and assists coordination of design, construction and related services thru Engineering Services (Planning, Design & Construction), includes interaction with technical personnel, architects, engineers, ad private contractors. Works closely with Engineering and Business Services to ensure timely & quality work.
6. Directs the operational and maintenance programs for building systems including heating refrigeration, air conditioning, electrical power, water, sanitation, medical gases, vacuums, gas and other infrastructure. Schedule work and ensures proper upkeep on all building systems and equipment.
7. Local oversight of the administration of personnel relations & communications through periodic meetings, informal/formal discussions, notices, etc. Documents & publishes minutes, reports, etc., on an as-needed basis.
8. Supervises, schedules and ensures work accomplished to acceptable quality standards by maintenance and repair personnel as it relates to housekeeping, grounds maintenance and related requirements.
9. Reviews and provides input on plans and specifications for repair, upgrades and construction.
10.  Directs and supervises Lock shop/Locksmith functions which includes issuance and receipt of all keys for the campus.
11. Assists in the management of utilities and related physical plant services in connection with operations & maintenance of HSC facilities.
12.  Responds to emergency calls during regular shifts, afterhours, weekends and holidays to correct or remediate the problem.
13.  Provides regular and periodic operational briefings to the Managing Director and the appropriate personnel at base campus.
14. Provides support to Safety Services operations. Responsibilities include emergency preparedness coordination/ response, ensuring lab & clinical equipment and systems in proper working order, campus safety training, etc. Works in collaborative manner with Safety Services Office (SSO). Utilizes SSO for highly specialized safety needs & requirements.
15. Performs other related & various job duties as assigned that utilize incumbent's education, experience and unique skills.
16.  Actively continues training, personal development and continuing education. Develops & maintains similar plan/program for subordinates to include recognition.
17. Must have & maintain valid State of Texas Drivers License & be listed as an approved driver as determined by Risk Management & insurance carrier. Must be able to pass the employee Criminal Background Check.

Preferred Qualifications
Thorough understanding of how a large and complex Physical Plant operates & associated programmatic requirements thereof; knowledge and experience with operations, maintenance and proper upkeep of associated equipment, systems and processes. Thorough knowledge of engineering management and operations, ability to apply quantitative & qualitative concepts to resolve problems, issues & challenges and develop & implement improvements. Excellent communication & presentation skills in order to effectively & efficiently interpret, present and use information. Solid decision making skills and reasoning/problem solving ability. Ability to interpret and use a variety of technical instructions & information such as those found in construction documents and drawings, and specifications for new construction, equipment installations, and maintenance of building systems. Requires excellent communication skills both written and verbal, and excellent human relation skills. Basic knowledge of safety programs & associated requirements, e.g. personal protective equipment. Able to travel to various sites to assess, complete and/or ensure completion of work. Must be able to complete physical activities such as completing field inspections and working in moderately severe environments. Ability to effectively use computer (e.g. Microsoft Office Suite), specialized maintenance software and basic maintenance tools / devices.

Required Qualifications
Bachelor's degree required, master's preferred; Six years progressively responsible management experience. Additional education beyond Bachelor's may substitute for experience on a year for year basis.
