Position Description
Manages and directs the day to day operations of a research center/institute or medium sized department. Plans, coordinates and supervises the operation and activities of the center/institute/department. Develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities.

Major/Essential Functions
  • Oversee and manage the Research Data Management team and serve as the main liaison between the Data Management group and the IT Data Management Officer (DMO).
  • Implement and execute the strategic planning initiatives in the Office of Research by coordinating, managing and maintaining research databases and dataset implementations and other data solutions as requested by management. Examples to include: the All of Us database and Learning Health Network (LHN). This may include data warehousing, cloud computing, data analysis, reporting, dashboard/visualization and other research data functions. Provide, recommend, document and implement Research data solutions. Work with vendors and other IT teams as necessary.
  • Manage the design and development of datasets, queries, data models, tables and files to meet the needs of research faculty and staff. Ensure data accuracy and integrity, and the validation and cleaning of incoming data from various sources. Search through datasets for trends and other useful information (data mining). Manage the implementation of tools and techniques to visualize data in user-friendly formats, such as dashboards, diagrams, charts and graphs.
  • Manage data management assistance to research faculty and staff with the full lifecycle of activities related to research data. This may include collection, collaboration, sharing, preservation, storage, backup and transfer. Consult on best practices, data acquisition and discovery, and data management plans for grants. Coordinate with other teams as necessary.
  • Perform analysis on research process issues and inefficiencies within the Office of Research. Manage requirements, ensure documentation is created, and maintained. Propose and implement potential research process improvement solutions, as requested by the Vice President for Research.
  • Review and approve all data analytic programs for the Office of Research. Lead administrative support, enhancements and maintenance for the Office of Research Sharepoint sites. Manage user maintenance, site updates, workflows and form creation. Troubleshoot user issues, work with users to gather and document requirements, delegate tasks and provide backup as necessary.
  • Supervise, prepare performance evaluations and oversee professional development and promotion of Data Management team in the Office of Research.
  • Create, manage and maintain an appropriate documentation strategy for the Office of Research tasks and projects.
  • Analyze new third party applications and tools to meet Office of Research goals and objectives when required. Analyze and document requirements, work with vendors, schedule demos, present options to management and assist with software approvals and implementation when necessary.
  • Provide primary basic technical support for systems such as WatchdogEX server functionality and Accsense freezer monitor gateways. Document, troubleshoot and coordinate issue resolution with other teams and vendors as necessary.
  • Coordinate system patches, enhancements, modifications and upgrades with the appropriate IT teams. Act as liaison, providing after hours testing support for Research applications when institutional systems are upgraded, such as firewall and network appliance updates.

Preferred Qualifications
  • Bachelor's degree in a technology related field strong communication, interpersonal and and analytical skills.
  • Experience with higher education and IT Programming and analysis background.
  • Requires experience in team leadership, change management, project management.
  • Requires extensive technical background knowledge and experience.
  • Requires a high skill level of analyzing, troubleshooting and making timely decisions with regard to technology problem solving and resolutions.
  • Requires effective written and verbal communication skills to interact with individuals and groups of all organizational levels, state/federal representatives, professional organizations, vendors and other service providers.
  • Requires management and leadership skills to direct multiple projects, motivate staff, create a positive customer service team-oriented work environment and develop future plans and budgets.
  • Requires the ability to explain complex technical issues to diverse audiences.
  • Requires advanced knowledge of industry-standard principles and practices of Information Technology operations.
  • Requires the ability to collaboratively lead staff through highly complex technical  troubleshooting processes.
