Position Description
Manages and directs the day to day operations of Facilities Operations and Maintenance Department. This includes Mechanical group (HVAC/Plumbing), Electrical Group, Construction and Special Events, Grounds, Special Systems (Fire Systems/ Locksmith/ Pest Control), and the Custodial group (Internal/ External contracting). Plans, coordinates and supervises the operation and activities of the department. Develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities.

Major/Essential Functions
- Develops and interprets policies and procedures governing the administration of energy, utilities, and related programs for TTUHSCEP. Establishes and maintains energy conservation programs, committee, and initiatives.
- Project Mgmt. including oversight for institutional construction projects. Develops and completes necessary RFQ's, RFP's and similar processes to execute work/projects.
- As it relates to utilities, maintains current info, e.g. databases and processes to analyze and determine correctness of billings, institutional requirements and prepares and monitors annual energy/utility budgets & projections. Performs regular analysis of utility costs & consumption; provides recommendations and implements improvements. Coordinates, and verifies this work w/ field observations & facility audits.
- Identify and implement potential methods, strategies, & processes to reduce energy consumption, improve efficiencies of building systems, and minimize/optimize utility rates. Monitors utility industry changes to determine impact on institution and mitigation strategies.
- Performs technical/engineering studies & reports; building and utility system evaluations and economic analysis. Provides reports on energy mgmt. programs, equipment upgrades, consumption data, monitoring & evaluation of results, programs and forecasts.
- Provides or manages professional engineering consulting services, such as architects and consultants, e.g. asbestos as necessary to complete necessary technical scope of work.
- Able to complete reporting and analyze facility info such as that used for space an building inventory and management. Maintain accurate records and reports in accordance with regulatory requirements.
- Supports Plant Operations and Facilities Groups w/ engineering & technical support. Coordinates associated activities of outside consulting engineering firms engaged in design and preparation of these plans and specifications for projects.
- Reviews properties for state leasing/acquisition, ensuring regulatory compliance and develops recommendations. Prepares and submits written and verbal reports. Field inspects leases and potential acquisitions.
- Monitors processes and interacts w/ other business partners, to trend energy/utility usage and project impact as relates to new and added leased space/facilities and program changes. Work includes monitoring usage and evaluating utility purchases. Provides technical input and recommendations on related agreements.
- Conducts and serves on energy related committees to review energy consumption/costs to establish energy goals, and development and maintaining an Energy Mgmt. Plan. Attends related meetings, seminars and training opportunities, Physical Plant internal meetings and represents the org. at external meetings.
- Coordinates and assists with external agency requirements, e.g. regulatory and state agencies such as the State Energy Conservation Office (SECO) and THECB. Monitors potential funding opportunities and rebates. Keeps up to date on changes/updates and completes/participates in necessary compliance and reporting requirements. Prepares and maintains State reports including REP.
- Coordinates and supports efforts and work associated with TTU & TTUS. Such as Capital Construction and CHACP II for optimizing plant and distribution operations to minimize operational costs.
- Actively continues training and continuing education, related to codes and standards, such as International Building Codes, NFPA and ASHRAE. Develops and maintains similar plan/program for subordinates.
- Monitors the work order systems and tracks KPI data to plan and optimize operations.
- Must be available for after hours emergencies.
- Must have and maintain valid State of TX Drivers License and as an approved driver as determined by Risk Mgmt. and ins. carrier.

Preferred Qualifications
- Should have a Bachelor of Science Degree in Electrical, Mechanical or closely related engineering discipline from an accredited college or university (ABET).
- Five to ten years engineering experience in design and/or operation of building systems, utilities, etc. of similar scope & complexity.
- Use of computer with spreadsheets.
- Five to ten years leadership, management and technical experience in mechanical or electrical system design, construction/project management, performance of energy studies, specification writing, financial analysis, management and planning.
- Proven supervisory and interpersonal skills should be demonstrated, to include verbal and written communications.
- Successful competition of testing process and obtaining of Certified Energy Manager designation as provided by the Association of Energy Engineers or equivalent.
- CEM designation will supersede the Bachelor's Degree.

- Six years progressively responsible management experience.
- Additional education beyond Bachelor's may substitute for experience on a year for year basis.
